When I started working on digital access mapping it wasn’t for the purpose defined in the rest of this proposal. I joined a team supporting a non-profit in Dallas that needed a way to reach the communities underserved by Internet Service Providers and priced out of affordable internet since the COVID-19 pandemic began. What we discovered was intuitive but not evidenced by data analysis and visualized at this level of detail by anyone thus far. Access to reliable internet and affordable broadband subscriptions fell along racially divided areas of the city. The same lines that were drawn by racist housing policies, segregationist school districts, and discriminatory banking policies.
